1. The League appreciates the summary highlights you provided of the Proposed Tree Ordinance. Please identify the differences between the proposed ordinance and the existing one. What are the implications for subdivision applications and teardowns?
2. What are the primary objectives of the Proposed Tree Ordinance? How would the Village measure success in the outcome vis a vis these objectives?
3. How will the Village monitor tree removals and plantings, thereby being able to enforce the law? How will penalties be enforced? Will additional staff be required? What will their responsibilities be? What will be the additional costs to implement the ordinance?
4. Is there a way to encourage private tree planting, in addition to reducing and monitoring tree removal? What does the Village plan to do to increase tree planting on Village land?
5. The connection between the proposed Tree Law, and solving the flooding problems in Scarsdale was detailed in a Scarsdale Inquirer article on July 11, 2008. Please elaborate and bring us up to date on the relationship of tree preservation to flood mitigation and stormwater issues? Have you evaluated the impact, if any, of the proposed tree law with the requirements of the proposed stormwater management amendment?
